SB 1027 would exclude millions of registered voters in Oklahoma from signing initiative petitions, which is part of the state question process. The bill is slated for an Oklahoma House vote soon.
As currently written, SB 1027 sets a maximum number of signatures that can be collected from each county. When applying SB 1027's formula statewide, its requirements:
Excludes 2.2 million registered voters (or 94.4% of registered voters) from signing a petition for statutory amendments;
Excludes 2.1 million registered voters (or 89.8% of registered voters) from signing a petition for constitutional amendments.
SB 1027 places restrictions on the signature gathering process for initiative petitions, including where signatures can be collected and who can collect signatures.
SB 1027 contains an emergency clause. This means it would take effect immediately if it is signed by the governor, and voters could not overturn this bill through a citizen-led veto referendum.
Oklahoma has the most difficult signature collection timeline in the country, allowing only 90 days to collect over 90,000 signatures for initiative petitions.
SB 1027 restricts out-of-state funds from being used to collect signatures. However, many lawmakers don't hold themselves to the same standard in their campaign finances.
